Luxury real estate on the French Riviera is rarely associated with new developments — and this is one of the defining characteristics of the region.

The most important factors in property value here are location and view. The most prestigious areas have long been fully built up, which means new developments are rare.

Most new projects are constructed on available plots in the hills and often belong to a more mainstream segment, with ceiling heights around 2.5 meters and without the features typically expected in high-end properties.
For example, it is hard to find a truly modern new development directly on the waterfront in Nice — such opportunities are extremely rare.

When new developments do emerge in prime locations, they immediately fall into the ultra-luxury category.
A good example is 33 Croisette in Cannes, where prices start from around €50,000 per sqm.

 

If one of your key criteria is a newly built property, such options do exist on the French Riviera — but they are very limited.

That said, new developments offer several advantages:

  • staged payments during construction,
  • modern environmental standards,
  • reduced notary fees.

Typically, most units are sold off-plan (VEFA), and by the time construction begins, only one or two properties may still be available.

Newly built villas are also rare and are not always located in the most demanding areas.

Purchasing land to build a home is even more challenging. In most cases, it is easier to find a property for renovation than a vacant plot with a prime location and sea view.

For this reason, it is highly recommended to consult with an architect and a contractor early on to better understand the costs, timelines, and overall feasibility of a construction project.
